Huzhou Baoli Environmental Technology Co., Ltd. has been entrusted by Fangzheng Electric (Deqing) Co., Ltd. to conduct an environmental impact assessment for the "Annual Production of 2.2 Million Sets of New Energy Intelligent Drive Systems Project" of Fangzheng Electric (Deqing) Co., Ltd. According to relevant regulations and rules, we are now publishing the first environmental assessment information to the public.

2. Overview of the Construction Project

(1) Project Background

In 2022, global sales of new energy vehicles reached 10.0912 million units, a year-on-year increase of 55%. With the increase in sales, the share of new energy vehicles in global passenger cars has also risen, reaching a record high of 21% in December 2022 and exceeding 10% for the first time throughout the year, reaching 14%, an increase of 5 percentage points compared to the same period in 2021. In recent years, China's new energy vehicle industry has accumulated considerable first-mover advantages and scale advantages. Its battery technology and scale have entered the world's forefront, and drive motors have developed in sync with advanced international levels. It has gradually transitioned from a previous model of whole vehicle assembly, basic interior and exterior parts, and core parts joint ventures to a stage of deep localization of high-barrier core components.

Currently, the company's flat wire motors, representing the highest global standard for new energy drive motors, have completed research and development and are ready for mass production. Their parameters all meet or exceed the indicators announced by the most advanced products currently on the market, and they have reached cooperation intentions with multiple leading new energy vehicle companies such as SGMW, Weiran Power, FCH Transmission, and XPeng Motors. To meet the demand for upgrading and replacing drive motors in the new energy vehicle industry, the company plans to implement the annual production of 2.2 million sets of new energy intelligent drive systems project.

This project (Project Code: 2303-330521-07-01-634218) intends to utilize idle factory buildings (Factory Building 1) and land within the factory area to construct new factory buildings totaling 218,736.93m2, purchase stator and rotor production lines and other equipment, and implement the annual production of 2.2 million sets of new energy intelligent drive systems project.

(3) Project Location and Land Use

The project is located on the south side of Chuangye Avenue in Shacun District, Luoshe Town, Deqing County. The land use is the company's own industrial land.

(4) Project Investment

The project investment is 1,696.76 million yuan.

Working Procedures of the Environmental Impact Assessment: Collecting data, conducting site inspections, conducting investigations and analyses, conducting environmental status investigations and monitoring, conducting engineering analyses, conducting environmental impact assessments, proposing environmental protection measures, drawing conclusions, compiling report books, conducting expert reviews, and submitting to environmental protection departments for approval.

Main Tasks of the Environmental Impact Assessment: Based on the collection of data, site inspections, environmental quality status monitoring, and investigations and analyses, in accordance with relevant national laws and regulations, evaluation technical guidelines, and project engineering design materials, conduct engineering analyses, conduct impact assessments on the atmosphere, surface water, noise, ecological environment, groundwater, soil, and environmental risks, and comprehensively analyze and demonstrate the project's environmental protection measures and site selection, propose relevant environmental protection requirements, draw evaluation conclusions, and submit them to the environmental protection authorities for approval.
